Frances Goff of Kenedy, Texas, began her career in 1937 as secretary to a Texas state legislator, became secretary to Governor W. Lee O'Daniel after his re-election in 1940, worked for the House Appropriations Committee in 1941, and was appointed the first personnel director of the Texas Railroad Commission.
